Incorrect, the correct position is always for the polariser to be aligned perfectly vertical, the only reason to adjust it would be if the camera was not mounted perfectly horizontal - you would still need the polariser to be vertical even if its frame wasn't.
 
The established trick was to place a sheet of white A4 on the dash, directly under the dashcam, and rotate the CPL till the paper was darkest.

I think that is what is being said.
