can't turn on WiFi

Hello I have a Midrive D02 from more than a year, For a long time i don't connect it with my phone, but when i try today, my phone didn't find the wi-fi hotspot (when i bought it everything was OK), I try to Turn on the Wifi from the dashcam, but after the massage "hotspot is turning on" the hotspot is still off... I try factory reset but nothing happend... PLS help
