The culprit was the light.Got a chance to test it with the sun out today, looks like HDR was the culprit. Makes sense now that I remember how HDR works.
During day, a license plate to be legible, no matter if HDR is enabled or not, it must be illuminated. During day, with clear sky the sun will do the needed job. But at sunset and sunrise the car head lights are not powerful enough to illuminate the license plate. The same on cloudy weather. When a license plate becomes illuminated by head lamps at dawn, dusk, the HDR must be enabled. You don't need the HDR only when it is sunny.
Regarding raining conditions, I will tell you a secret for the first time in the world :
when you want to read a license plate during rain and you consider it is not readable jump to a frame where the windshield wiper just passed out the license plate. The HDR must be enabled and the effect is similar to the pinhole effect.
